I currently live in Europe, I'm not a citizen of the country I reside. But whatever law that affects the citizens also affect me. Whatever benefits the citizens enjoy I also enjoy. The government has never come out to say that they have given we the foreigners everything because it's give and take. I pay my taxes. It's a responsibility of a government to provide basic amenities, secured environment and what have you to her citizens.
