Is not a new thing that the dream of most property buyers is to have a property with Certificate of Occupancy, because they believe that it is the only valid document that they could have to give them peace of mind.

Certificate of occupancy simply means a document that is issued by a state government to own a property for 99yrs.

What make C of O powerful among other land documents is because of the power it has to obtain loan from the bank using it as a collateral.
Buying a property with other types of land titles documents such as Approved excision, Governor's consent, Gazette is also safe.

Likewise a property with only deed of assignment and registered survey protect you as the rightful owner. The issue with deed of assignment and registered survey is just that if anything happens in future where government needs that kind of land, you might not be compensated. But having deed of assignment and registered survey can prevent loosing your property to another person.

Have seen a scenario where a land was sold to two people by a family member. The initial buyer processed deed of assignment and registered survey on the land while the later buyer processed C of O on the same land.

When the initial buyer discovered that her land has been sold, she consulted a lawyer and the matter was charged to court.
The judgement of the judge was that The C of O of the later buyer would be revoked, because the deed of assignment had shown that the first buyer is the rightful owner of the land.

However,if you have the power you may get a property with C of O, but if you don't. It is not something that should be delaying you from buying a property or that won't give you peace of mind, because other land titles too can also protect you as the rightful owner of a land which make certificate of Occupancy as not the most important land document.
