This is also mean they have not done a mass conscription as being purported. They are not even using their regular army[war tested].
The Wagner group etc are the ones in the war front

I suspect they are planning to use the bulk of their military resources for other contingencies. Perhaps the Ukrainian war may be a lure and NATO may be planning something way more massive.
