Jonathan had more money to work it with than Buhari. Check the oil prices. Jonathan took out a billion dollars, gave it to Dasuki to facilitate his reelection. How much did we borrow to build Lagos to Ibadan railway? How much do we need to resuscitate Ajaokuta or finished the Mambila power plant?
