FG not Buhari signed an MOU with Germany (Siemens) to achieve what ? Note : there is no 3rd party to be paid commission for bringing Siemens. Also, it is a 6year road map. 1st phase : increase the system’s end -to- end operational capacity to 7GW. Phase 2: targeting the remaining network bottlenecks to enable full use of existing GENERATION and DISTRIBUTION capacities , the planned projected delivery of the system’s operational capacity of 11GW. Phase 3: developing the system up to 25GW in which in the long run is expected to appropriate upgrades and expansion in the generation , transmission and distribution. This proposal covers high - level technical specifications for identified projects in phase 1 and 2.
When Govt signed real MOU not EdoN60bn MOU, it must set up a task force called Presidential Power Initiative to interface with Siemens. You don’t count when the agreement was signed . Before implementation, you have to source housing for Siemens engineers , logistics and immigration. After operational logistics sorted out ( that can take one year ) ,
why? You have to incorporate budgetary allocation to accommodate logistics & our counterpart funding . National Assembly must approve & NEC too. So, PPI started in 2021 . Remember MOU was signed in 2018.
Siemens will not work until Nigeria pays its counterpart fund . Therefore , FG during FEC on July 29, 2020 approved €15.21m & N1.708bn to Siemens . When FEC approved payment, it is not that day they will authorize CBN to pay . You will wait for Cabinet Secretariat to send the memo to the concerned Minister . Here , it is Finance Minister that is Chairman. She will in turn send it to her Permanent Secretary to process payment . Then send it to Accountant General to pay (N80bn) . This one he paid . That takes 2 weeks . Work never start oooo....
So, from august 2020, the ball is in Siemens court to ship from Germany whatever equipment, personnel to work with Nigeria . During that period, selected Nigerians were employed in engineering & admin fields..
Note , we had Covid -19, equipment from Germany was on high sea and could not get to Lagos port . Now, 2021, pre - engineering contract was approved. Pre - engineering covers :
Engineering design ,
finalizing project specifications; commissioning works for transmission and distribution systems ;
network and development studies
power simulation and training . Training started January 31, 2022 and concluded in April , 2022. So, engineering works began.
we suffered Covid -19 & part of electricity equipment to be produced by SIEMENS had been planned to be produced in UKRAINE. So we had to re-plan . But Siemens decided to produce the equipment in Germany & shipped to Nigeria . So effectively, projects started 2021.
Siemens have identified 200 power transmission and distribution projects . FG has appointed Africa Finance Corporation as transaction advisor . So issue of financing problem is solved . Network development studies is on going .
FG asked Gencos and Discos plus other IOCS to be a member of PPI. They are very important. So, you should expect an improved electricity soon. End
