The governor tried constructing roads but unfortunately these lawless individuals keeps messing up the city. The governor too, likes to practice welfarerism or populist style claiming he too sold breads in his teen on main roads so he feels he doesn't want people to suffer.
In the process, the roads, gutters, and environment become filthy.
