1. Why is it that some tag are now Deprecated in HTML 4 and now one as to use CSS for it?

because for me it all the same,  output.  (just they tell us they are improving or what?)

you know why?

because html was originally meant to display content. we only were "cheating" with it the whole time, ala tables, and used it for presentation. CSS was originally meant for presentation but seldom used.

Let the experts do what they do best

If you complain about HTML 4 then get to HTML 5 too and see more additions. Try see CSS 3 too.

to code well now you have to be good in CSS then HTML

Yes, cheating because prior to CSS, we were using tables to position items. Don't you remember coding a page with tables that were layers deep (as in embedded tables), just to position something that we can now easily do via position: absolute/relative?

Dunno about "by force" but sure, the mark of a mature and professional coder is his/her ability to stay abreast and most importantly practice, latest trends.
