Guy, you made sense die. I once made this suggestion and one myopic urchin took a swipe at me. With one billion naira, you can set up a good modular refinery but the federal government knows what they're doing by limiting licences on modular refineries. There are people who can also pool funds together to achieve this.

Let me shock you. We went for a project somewhere in the Niger delta some years back. You'd have to get to that village via a canoe. No fuel close by. We depended on the diesel sold by these illegal refineries for 3 months to power our generator. You know what? It was as quality as the one we bought and loaded inside our canoe the first time from a major fuel station in a nearby town. I now asked myself, how much does it really cost to build a good refinery?

Why not regulate, encourage them by providing loan to upgrade instead of destroying them in order to have your way on your illegal bunkering business? All of them can specialise in a particular product...like pms only, AGO only, DPK only, etc with strict monitoring to ensure compliance on quality. Na wah oo
