But that's the problem and what the "story" I wrote in the second paragraph was about: I am not allowed to message people whose numbers I do not have saved on my contact list. Those people have to message me first.

It seemed I was ban and I have contacted Telegram support repeatedly on it but no response. I decided not to bother again since I rarely send messages anyway.

You can either save my account on your contact list and if it still persist, open another Telegram account with another number. it's not a rocket science.
