He apologized.
Though he still gave some reasons why it was not totally his fault,, but yet, he still apologized, because he knew that some people were affected.
These people left all that they were doing in order to wait for him.
He recognized them as important, and saw the need to apologise to them.

His arrogance wouldn't let him..
Rather his foot soldiers would come out and start giving lots of reasons and excuses why he didn't do wrong....
YET NO APOLOGIES WOULD BE TENDERED.
