Prof. Muhammad Lawal, onetime APC governorship aspirant in Sokoto and former Special Adviser has been screened by the Senate and posted by INEC to Jigawa as Resident Electoral Commissioner. Apart from BVAS & IReV, INEC needs apolitical electoral umpires for free & fair elections. Political party affiliation violates Section 14(2a) of the Third Schedule to the 1999 Nigerian Constitution which provides that “a member of the Independent National Electoral Commission shall be non-partisan and a person of unquestionable integrity.”
