Nigeria was at least colonised by the UK. All tax collection in the UK is handled by HMRC which is a government agency. There is no private consultancy organisation involved.
It is insane to support the notion that a private organisation should be collecting tax for the government and then take 10% as commission. Most serious countries don't have such a crazy set ups.
