Who should be blamed for this, the government or the contractor?

Bloody liar. Trying to castigate the land of the rising sun will do you no good other than giving you nightmares. A simple search of taxi color will tell you its a SS state.

The road was poorly constructed. It was just like a road was build on a hole that was not fill.

Looks like erosion
