Why isn't the government mailing Permanent voters cards, drivers licenses, IDs, and even passports? It's foolish to ask for one's address and then not utilize the information. NIPOST exists but the government doesn't patronize them. The expense would be factored into the cost. It would make consumers' lives easier if they don't have to come twice.

Does the government even confirm these addresses are real? Why does the government mail passports in the USA but not in Nigeria? What's the logic behind not streamlining the process?

True most public servants are useless eaters. Even the populace isn't that smart. Most think it normal or logical to run from pillar to post for documents then could mail out to you. NIPOST does have an incentive to want this plan. It would mean their budget would increase and they could hire more workers. Who knows they might even offer overtime to make sure these packages get sent out on time.

If that is to be done,either some politicians would bribe some postal workers to divert the cards or some Nigerians would start laying accusations that their card were not delivered or was cloned,even if it's not true,all in the bid to muddle the electioneering waters
If you are keen enough to vote you should make the effort too to ensure you collect your voters card.Afterall it's at the closest LGA INEC office you choose.
Anything short of physical collection,for now,would set in motion a new series of issues that would lead to the postponement of the election,at least.
The stakes for political office with the wealth,power and influence it bestows on Nigerian office holders is too great that politicians here are ready to do anything to attain office.

Finally a decent answer. Stopping diverting is pretty simple. Assuming you've worked in logistics you know couriers scan packages they deliver for the day. If anything goes missing or isn't brought back to the central hub you're responsible. Whatever bribe they get better be worth prison time. Second INEC already claimed the PVCs are useless without BVN. Unless they lied its would only serve to dilute the amount of opposition votes. You can guess voting preferences by location. It can take just a single mischievous or ill informed fellow to raise it on social media and many users that have given up their capacity to think for themselves,spread it,it gets to the folks in towns and villages,exaggerated by each 10km the rumour travels and you have a serious crisis on INEC hands.

There's never an election that isn't contested in this country. It would just be one more court case that will be dismissed after the evidence is brought to light. This is why I believe it is neutral to positive development mailing documents.
