This is a clear penalty.
The keeper kicked the player instead of kicking the ball.
The rule also suggest that a goalkeeper who kicks a player in a 1on1 situation without kicking the ball should get a read card. The Croatian goalkeeper should have gotten a straight red card

It would have been a different case if he had a contact with the ball but he didn't.
