Most rich and well fed countries always have weak military men to fight.
Reason why the adage - bad times create strong men, strong men create good time, good time create weak men and weak men create bad time comes into play.
And this particular fact is the reason why there won't be peace in the world.
It is also the main reason why men have been fighting wars from ages, invading other people to enslave them.
If you divide all the countries in the world into smaller fractions, it is just a moment before poverty ravaged areas will start invading the richer towns to steal, enslave and control them and their resources.
