Due to the "high performance" need of these chips. The use of gold and other expensive conductor materials arise hence the cost of making these chips are high (and import of materials is needed)... But the truth is that (depending on the use) an big chip can perfectly do what a small chip can do, as the fuction of the chip can be limited by the weapon or device. Russias military is not cost intensive compared to USs, they make do with what they have... they are just entering the chip race but as usual they will soon take over...
