The United States, through the U.S. Agency for International Development (USAID), is providing $5 million in additional humanitarian assistance to support people affected by unprecedented flooding in Nigeria. Today’s announcement builds on USAID’s initial support of $1 million in life-saving aid provided following the devastating floods.

The unusually heavy rainfall and resulting flooding in mid-August affected more than 4.4 million people across the country. The floods displaced at least 2.4 million people, destroyed hundreds of thousands of homes, and damaged more than 1.6 million acres of farmland. More than 660 people lost their lives.

With this new funding, USAID partners will reach more than 225,000 people in seven highly affected states with critical aid, including emergency shelter, water and sanitation to protect against water borne diseases, hygiene kits to promote safe and healthy practices, multipurpose cash for families to purchase what they need to recover, and other complementary assistance to promote economic recovery in communities impacted by the devastating floods.

“The United States will continue standing with the people of Nigeria during this extremely difficult time and maintains a long history of providing humanitarian assistance across the country,” said Ambassador Mary Beth Leonard.

In fiscal year 2022 alone, the United States provided more than $406 million in lifesaving, multi-sector assistance to people most affected by conflict and food insecurity.

Firstly, humanitarian Imperative (…the obligation of the international community “to provide humanitarian assistance wherever it is needed”): The West is better off than most countries in the African continent as far as their economies are concerned. That being the case, international covenants make it obligatory on them to not ignore genuine need in other parts of the world, whether it is Africa or Asia or Latin America. Plus, there is the idea of everyone being connected to everyone else, personified by the poem 'No Man Is An Island’. What is happening in poorer parts of the world, diminishes the rich as well.

Secondly, political strategy: Aid, especially of significant amount of the cash flowing into the country, can influence political relations. In the Cold War times, both sides used aid as a means of keeping countries in their camps. To an extent, this continues even now. When a rich country gives aid to a poorer one, it often expects a quid-pro-quo in the political space; voting as directed on UN resolutions or training grounds for armies, for instance. Linked closely to this is the third factor, expectation of returns.

Thirdly, expectation of returns: This remains a key driver, especially for emerging economies like India and China and also corporate houses. There is expectation that the strings attached with the aid given would yield favorable trading terms, access of cheap natural resources and opening up of markets for goods produced.

Fourthly, history: Several European countries had once colonized countries in Africa. I am looking at England, France, Portugal, Belgium, and Spain mainly. Their economies and often their prosperity was built on the extractions from the continent, and yes, that includes slaves. As a result, these countries typically have ‘special relationship’ with the countries they had once controlled and exploited. They continue to provide aid when needed, though it must be said that these ties are weakening considerably as people who have lived through colonial experience dwindle in number.

PS: Very cynically, the only way to stem economic migration is to ensure that there are livelihoods available where people live. If people in most of Africa had peace and livelihoods in their country, why would they risk life and limb to reach Europe/America? So if the ‘West’ does not want migrants, help the poorer countries to develop themselves. Just my 2 cent, bud! ᕙ[・۝・]ᕗ

A woman whose ministry shamelessly siphoned billions of naira to feed phantom numbers of school children during the COVID-19 pandemic? This corruption must be probe one day.Ndi ala!

As someone up there also express his reservation about this seemly Greek gift, I fear US foreign policies of this kinds come with strings attached.
