Is it possible for a presidential candidate who loses in the North and also loses in the South to win overall election provided it is not the same candidate who comes first in North that comes first in the South? In other words, if candidate A comes second in the North and also come second in the South, on what condition can he be declared winner?

Imagine candidates A, B C

in zone 1 A comes first with 5 million, B gets 3 Million and C gets 2 million

In Zone 2 C comes first with 7 million, B gets 5 million and A gets 1 million votes.

B came second in both zones but got more votes than everyone else so B can win

Are there constitutional constraints with eventual declaration if the above plays out?

I know of 25% spread in two-third of the federation, are there other provisions ?

The only provisions are

1. You must win atleast 25% votes in two thirds if the states
2. You must win most votes.


Now there are some colloraries like if the amount of cancelled votes is more than the difference between the first and second, it will be inconclusive and re-run will be held

A candidate attains provision 2 but fails 1, re-run. But in this case, just a simple majority will be enough in the re-run
