You know you can build a 3 bedroom bungalow for 200K and you can also build same for 200million naira. It depends on what you're building, the location, the cost of sourcing materials, the labour rate, the standard requirements, tax and levies, settlements et al.

Capital projects don't work like your 1+1 =2! And so you know also, the world is not perfect round!

Just so you know, same 1km rail was built in NYC for $1.6 billion per kilometer. And you don't see the economic prudence in building 27KM dual carriage rail urban metro, right inside a city with several elevations and ocean crossing for $1.5 billion total to be good deal?
