One of the promoted cardinal reasons for Naira redesign & Cash withdrawal Limit is to curb illicut vote buying during the forthcoming elections..

It is important to note that

The new got into circulation in Dec 15th albeit rationed.

The Cash withdrawal Limit is was originally to take effect on 31st January, 2023.

My Argument

Between December 15th,2022 when the new Notes got into circulation & the January 31st when the new cash withdrawal limit takes effect, these Politicians and their allies would have stached enough of the new Notes at home for the elections... remember most of them have the required connection to have even bank managers bring the bulk of cash to the comfort of their homes & this could be the reason why many in the general populace could not access the new Notes despite the CBN saying again & again that enough are in the banks to go round..

While this might not necessarily be the case but it also a possibility.
