The borrowings are to fund a smooth take off of an Independent Republic of Northern Nigeria loosely federated with Niger Republic.
The North shall secede from Nigeria.
A better way to say it is that Northern Nigeria shall expell some sections of Nigeria from the federation and merge with Niger Republic in a free economic association.
It is going to happen.
