Due to cases of policemen doing nothing while thugs are snatching ballot boxes and injuring voters, should we have soldiers stationed at Polling Units?

What's the essence of having helpless policemen who either flee or look the other way whilst thugs are disrupting the electoral processes?

What can 5 military men do against over 20 touts armed with guns too.
