Going by what is happening now, if INEC go ahead and announce the winner of this fraudulent election with the violation of Electoral Act Section 64 (4) as amended and the winner is swears in as President, its means that the Electoral Act is of no use, and subsequently it can be violated same way.

Please explain what the section quoted mean in clear terms without ambiguity and the powers of INEC to conduct and announce elections. Please let us not fill the whole world with unproven biases, let us have a clear understanding of that breach and how it invalidate the Electoral Act
