I also say the SE should do a controversial law that makes it hard to own lands. I own many lands personally, but am ready to forfeit for the betterment of all. We need to build 10 million three story luxury buildings, six apartments each, with the ability to add another 3 stories on top of the already built structures; Also equipped with blast shelters underground. Like build it in the middle from Ebonyi to Anambra, then to the left of it - some manufacturing and commerce and health care, to the right of it, schools, some commerce, tech, hotels, mechanics in a covered space, and many buildings even higher in height for agriculture - buildings for agricultural purposes is really good - depending on your engineering and biological understanding, you can have some buildings that can produce over 100000 tomatoes or whatever produce a day; etc. of course you will still have land for farming in the outskirts, but not close to enemy lines - make dem never go send poison artilleries at them during war.

This will help with land planning. It will also help organize the plumbing and water management. Buildings that are 3 bedrooms with private entrances and mini elevators.
