Ironsi, a Southerner, gave Northerners the powers they needed to do that. You forgot it was ironsi that dismantled the autonomy of the regions and concentrated enormous power in the central government! And when Ironsi was overthrown, the power he left behind was used by subsequent Northern régimes to create states to taste.
