Cigarettes is legal. It is more expensive in the UK because of very high taxes.
If I remember right, about 11 pounds for a pack. Same pack you buy here in naija for ₦600.
Ie roughly ₦10k for what you get for ₦600.
As a traveler you are only allowed to carry 1 or 2 rolls of 10 packs each for personal use.
This guy seems to have carried alot more than that to sell and clean out.
One the alternative, he shoukd have declared it at customs and paid the duty.

In the UK the TAX ON A 20PACK
Is
16.5% of the retail price plus £5.89 on a packet of 20
=almost £9 goes to the government on every pack
So there is a huge black market trying to dodge the tax
It is even more lucrative than drugs but is controlled by organized gangs

That is what he tried to steal from government by smuggling
The government does not joke with its money
Healthcare is free
And smokers consume more health services
So think of it as health tax
Imagine if Nigeria did something like that with cannabis

where did you read your law? and why do you think he will vindicated all because of a clean past, he is a first offender and will be duly convicted. That quantity of cigarettes can't be for personal consumption or belong to someone else.
