Appointments of Permanent Secretaries are based on quota vacancy. When PS from igbo states retire, they would be replaced by others from that state. Each appointment is based on state and if a vacancy now exists in such state by reason of retirement.

Permanent Secretary appointment is each per state. Each state is represented in the body of perm sec and it's not a strange thing.

In the Civil Service when a permanent secretary retires he is replaced by a civil servant from that state only. At the moment only those permanent secretaries from those states are due for retirement and therefore are to be replaced by civil servants from those states.

Not possible. Perm secs are appointed in line with Federal character. Every state has a perm sec at the Federal Civil service. So your assertion that the South East has non is a farcical falsehood.
