Or you mean, an app that can scan words on a picture and conver them to texts?

Hmm not really.
I have this text on my phone taken via my phone camera, so I wish to convert this text to word file without having to type the words I snapped.

There is an extension in Google chrome called "blackbox" download it and you can use it to copy the text in snapped pictures and videos. Thank me later
