Has any of you handled this?

When faced with the opportunity of purchasing an uncompleted building, what guides your purchase offer so you're not too low to the point of being unrealistic and yet not too high to have goofed?

You can't compare with completed buildings in the area, considering the amount of resources you'll still need to invest into the structure.

So what rules of thumb guide you in your offer to the seller?
