Nigeria's new leader, Maj. Gen. Mohammed Buhari, swore in the members of his Cabinet today, warning them that the ruling Supreme Military Council ''will keep a keen and watchful eye on your performance, your style of life and general public conduct while in office.''

He said the new administration, which came to power after the overthrow of the civilian Government of President Shehu Shagari on Dec. 31, ''will not tolerate fraud, indiscipline, corruption, squandermania, misuse and abuse of public office for self or group aggrandizement and other vices which characterize the civilian administration of the past four years.''

Of the 18 ministers named, only 7 are career military men. The proportion surprised some Western diplomats here but essentially accorded with statements by Mr. Buhari in an interview on Tuesday in which he said ''only a small number'' of military officers would be named to top political posts.

Brig. Tunde Idiagbon told reporters Thursday that the stockpiles of money ranged from $56,000 found at the home of former Vice President Alex Ekwueme, to $4.5 million at the residence of the last civilian governor of Kono State, Alhaji Sabo Bakin Zuwo.

Nigeria's military ruler, Major-General Mohamed Buhari, visited the northeastern Nigerian city of Yola - in Gongola state - February 29 to assess the extent of damage caused by violent communal rioting two days earlier.

The known death toll from the religious disturbances is nearly 140, with at least another 60 persons injured, some critically. Gongola's acting state governor, Colonel Cyril Iweze, blamed the turmoil on fanatical followers of Moslem fundamentalist Muhammadu Marwa Maitatsine's religious sect. Marwa himself was killed in vicious rioting three years ago, when an estimated 4,000 people died.

In disturbances on February 27, the army was eventually called in to quell resistance from thousands of religious fanatics, at least 715 of whom were arrested by security forces.

General Buhari visited the Yola Specialist Hospital during his one-day tour of the gutted city, and also met with the Lamido of Adamawa, Alhaji Mustapha Aliyu, to discuss the situation.

BUHARI’S GOVERNMENT LAUNCHES “WAR AGAINST INDISCIPLINE”[/size]

Nigeria's military government is stepping-up its campaign against corruption, mismanagement and indiscipline at all levels in Nigeria society.

Preliminary hearings into corruption and abuse of office against former politicians and civil administrators have already begun and on March 21 the government launched its war against indiscipline.

One of the first areas under attack is Illegal Street trading in the capital Lagos. The military government of Major-General Buhari has promulgated a decree forbidding the street trading, a major source of income for many thousands of Lagos people. Police have already begun arresting street vendors and confiscating their wares.

The campaign is also designed to foster greater personal and social discipline with Nigerians being urged to queue for buses in an orderly fashion. The crackdown on indiscipline was announced by Brigadier Tunde Idiagbon, a member of the Nigerian Supreme Military Council.

BRIGADIER TUNDE IDIAGBON: "I want you to bear in mind the need to emphasise self-discipline and leadership by good example.
Begin by drawing public attention to little but important everyday manifestations of indiscipline such as rushing into buses, driving on the wrong side of the road, littering the streets, parks and dwelling compounds, cheating, taking undue advantage of scarcity to inflate prices for quick monetary gains, constituting ourselves into public nuisances, walking without commitment and devoting little or no time to the upbringing of our children.

Up to this moment there has been no formal declaration of war against indiscipline, it is my pleasure therefore to declare today a launching day for the war against indiscipline."

The honest truth is that most of the people that voted for Gej did it based on tribalism and not competence.U can deny it till Jesus comes but ur conscience and posterity will judge.Buhari has his faults,true,but he was the best of the 3 candidates.Gej has been in power since '99 or '03,yet no meaningful achievement.Buhari came to power b4 I was born,yet his achievements still stand.22million Nigerians voted Gej.They cannot possibly be wrong, Posterity and our generations unborn will judge what we did in April,just as we are doing for our fathers generation.I wish Gej d best and I really hope he succeeds cos I love my country to death and I live here,but going by his actions or rather inactions,I seriously doubt it,

In the weeks leading up to January 15th Nzeogwu carried out reconnaissance on the official Lodge of the Northern Region Premier: the Sardauna of Sokoto Ahmadu Bello. Nzeogwu often took his men on a night-time “training exercise” known as “Exercise Damisa.” The men were unaware that the military exercise they were participating in was actually a practice run for a military coup to overthrow the Government. The commander of the 2nd Brigade in Kaduna Brigadier Ademulegun became aware of and was irritated by the night-time training (when he became aware that soldiers had been going near the Premier’s Lodge). He reprimanded Nzeogwu in a telephone call and warned him to keep his military exercises a safe distance away from the Premier’s Lodge. Although Ademulegun complained about the commotion, he took no further action as he was unaware of the exercise’s real purpose. Ademulegun was a polished soldier that had been Maj-Gen Ironsi’s rival for the job of GOC. His control over his troops was such that very few soldiers from his Brigade participated in the coup. Thus Nzeogwu had to conscript young soldiers from the Nigerian Military Training College to carry out the coup in Kaduna.
In the early hours of January15 1966, Nzeogwu decided to turn “Exercise Damisa” into a full-blown military coup. Nzeogwu led a group of soldiers into a bush adjacent to the Premier’s Lodge. Once there Nzeogwu informed the men of their real mission: they were to attack the Premier’s Lodge. Nzeogwu and his men blew open the gates to the Sardauna’s lodge and Nzeogwu personally conducted a search of the residence – hunting for Bello. After losing his temper at his initial failure to locate him, Nzeogwu found. Bello was shot by Nzeogwu. ,

Buhari was leading a military government and as you know, having key personal in strategic cabinet positions is key in military regimes, and officers are often appointed based on rank / experience.

MILITARY TRIBUNAL MEMBERS SWORN IN.[/size]
The swearing-in took place in Lagos on April 11 of members of Nigeria's special military tribunals which will try 475 detainees charged with financial misdemeanour.

The military government, in power since a coup on December 31, 1983, arrested public officials and businessmen accused of diverting millions of dollars of public money under the previous civilian regime.
The tribunal members, 20 military officers and five judges, were sworn in by Chief Justice Sodiende Sowemimo, and will begin their work around the end of April in five regional centres.

When Major-General Mohammed Buhari came to power in the New Year's Eve coup, he promised a crackdown on public corruption as one way of solving Nigeria's economic crisis.

In February, 1984, his government launched a "War against Indiscipline" to encourage a more efficient society. More recently, security forces in Lagos rounded up 6,000 suspected criminals, political extremists and illegal aliens.

A drive is currently in progress to force down food prices through raids on shopkeepers and others suspected of hoarding food.

^Check 1st paragraph of Buhari's maiden speech and you would confirm that Buhari was appointed Head of State after the coup leader was killed- he never personally plan or lead the coup.

BUHARI SCRAPS OLD NAIRA NOTES AND CIRCULATES NEW CURRENCY IN ORDER TO RENDER STOLEN / SMUGGLED CASH WORTHLESS.[/size]

Nigerians waited in long queues outside banks in Lagos on April 25 to change old notes for new. Nigeria's decision to scrap its currency and start again with a new Naira marked a sudden stepping-up of the military government's attack on corruption.

The government announced on April 24 that banks would start changing new notes for old the next day.
Brigadier Tunde Idiagbon, who ranks second in the new administration, said in a national television broadcast that the country's land borders would be closed immediately in a move to render the old Naira worthless abroad.

The changeover will extend to May 6.In that time people will be allowed to change up to 5,000 old Naira for new notes. Anything over that amount must be deposited in banks, accomplished by affidavits proving source and ownership -- another move to pinpoint corruption.
Brigadier Idiagbon said the withdrawal of the old notes had become necessary because rampant smuggling of Naira had been a key factor in the sabotage of the Nigerian economy.

Since April 25, bank officials have been trying to move the new money across the counters as fast as they were receiving it, but many have complained that people were forced to queue for hours outside banks which had run out of money to distribute.

^ tribalism tribalism , we Nigerians could not hope to progress as a united strong nation if every discussion and plan is dominated by tribal thinking or arguments.

Bloodless coup simply means that the leader being overthrown was not killed.

After months of indecision the military rulers of Nigeria have launched a major crack-down on corruption and indiscipline. Decrees have been issued by the government of Major General Mohammed Buhari curbing the country's press and threatening with jail any adult Nigerian who has held foreign currency over the past five years.

The government of the oil-rich country of 80 to 100 million people, has announced a campaign against disorderliness, inefficiency, sloth and disregard for hard work.

It has also empanelled military tribunals to try deposed civilian office holders accused of corruption. The campaign seems to have achieved an initial degree of popular acceptance but there has been widespread criticism of the military tribunals holding hearings in secret.

Thank you we can start the education here;

Both you and have access to these figures especially if you live in Nigeria. PTF worked in the formal sectors of (1) Road construction and transportation (2) Education (3) Health (4) Agriculture(5) Water Supply (6) Other Projects - this means projects worth doing but did not fit well among the first five. Buhari's PTF was governed by a board of trustees from the 6 Geopolitical zones of the country with Buhari as the Chairman. Chief Rufus Giwa was for the SW, Professor Clark for the SS, Professor Ikoku for the SE, Chief D.B. Zang for the North Central , Alhaji Ahmed Talib for the NE and Yahaya Gusau for the NW. One important additional member from the SS was |Chief Tayo Akpata who was a board member and a powerful secretary of the board. There were only 3 Directors reporting to Buhari and to Chief Tayo Akpata. The 3 Directors were (1) The director of Programs  Dr. Ochi Achinivu from Abia State - he had the control of all the six service areas I mentioned above and also the Monitoring and evaluation division, (2) The Director of Finance Hassan Muazu is from Southern Kaduna and the Director Admin Chief Oyero was from Ibadan Oyo state. The divisions were headed by dDeputy Directors who were fully qualified people carefully selected through adverts and transparent interviews but from all zone of the country. I can give you the details of their names and where they came from if you want.

Now we go to projects - starting with the big spending which is Roads. Thousands of Kilometers of Roads were built across the country and in equitably selected cities within each zone. Buhari's idea was to select the best construction contractors to work for all roads but the zonal representatives i.e board members had the option to disagree. Most of the zones selected Julius berger - remember the kilometers and money allocated was equitable per zone. Cities were considered according to size. Lagos understandably had more township roads than any other city (42 Km)  Areas for construction were selected by the states in township roads. Other cities like Enugu ,Jos, Kano and Ibadan had a range of 22 to 30 Km of township roads.
You will remember that Board members can object to choice of construction company but SW ,NC and NE all agreed to the Selection of Julius Berger JB - well known for quality work. The board member for the SE brought his own contractors and insisted on them ,even though they were less well known and have not establishred a history of quality. That explains largely why the roads in the SE were not as good as in other zones by the time Obasanjo dissolved PTF. It is on record that Buhari in his physical field inspection of roads stayed and kept all his staff stading and puttng pressure on the contractors between Aba and Enugu all evening , all night untill 2 am! at night in that forest. Many PTF engineers were later on joking ans saying that the man has suddenly turned into a General thinks we are soldiers and fighting . They said it must be some residual effect of the Military injections given to them at times of war!
This is a long story and if Nairalanders want to know the truth I can continue and give the details of work in other sectors and how equitable they were. In water and other sectors Lagos still had the lion share where Ijora water station gulped one billion Naira directly given to Lagos government fby PTF for the completion of that project. Ikoyi /Victoria Island Water supply took 850 Million Naira. etc, etc. I can go on to more on Roads and water and then to Education,health and to other projects to enlighten people.

Here we go again;
On the 6th of March 1996 Buhari was in Lagos to flag off the first and the biggest water supply PTF project for the Lagos Iju waterworks rehabilitation at a cost of N1,050,015,651.00 (one billion and over 50millin naira) and the Lagos. This included the support for the provision of administrative structure to support the Lagos state water corporation.The whole aim of PTF as Buhari said was to support the lagos Govt and its world Bank project to ensure the supply of 137 million gallons of water per day for the city of Lagos.
He (Buhari) said on that day " With the important position of Lagos as the financial capital of Nigeria and former seat of government our ability to meet water requirement in the city will enhance our national pride "(please note that Buhari is always talking about Nigeria not onee person or the other.) He also said that " , water revenue from large population of consumers will improve loan repayments effort of Lagos water corporation and improve the corporation’s credibility, ".

On the 5th of August 1997 Buhari was again in the SW in Ibadan to launch the N631,913,818.90 support for the Ibadan water supply project to support the ADB effort in that city. This was managed by indigenous NW consultancy services in which Buhari said on that day " , PTF pays special attention to institutional capacity building and strengthening, to ensure sustainability of the projects.” Please note that the water department of PTF was not headed by someone from SW and no lobby was needed for Buhari to do the necessary - all other zones received support with water supply efforts but none got as much as the SW . There were of course more places in the SW itself such as the Oke Aleji water project.

In the health sector the South because it has more tertiary heath facilities had more support , ambulances were distributed to all Teaching Hospitals, all Federal Medical Centers and all specialized centers such as orthopedic hospitals, and even psychiatric hospitals in the whole country and since there were more of such centers in the south clearly the south benefitted more, what was written about PTF ambulances in one posting above was nonsense and mischievous. You will know that at the time of PTF and even now over 90% of all drug manufacturing outfits in Nigeria were in the South ,and the vast majority in the Lagos and Ogun states so they benefitted much more than any zone as PTF went out to strengthen each drug manufacturing outfit in Nigeria to ensure self sufficiency and minimize capital flight and conserve foreign reserve. Please note that there was not a single drug manufacturing factory in Buhari's state - Katsina or in the nearby Zamfara, Jigawa, Kebbi or Sokoto . There were one or 2 that qualified in Kano but 99% were in the south and over 90% in Lagos and Ogun- Otta, Agbara,Badagry ,Ilupeju etc. This was never a problem for Buhari as these were in Nigeria and the focus is national capacity rehabilitation. I will continue if you want and please ask the drug manufacturers themselves how they were supported by PTF.

On the 22 July 1998 Buhari was in Lagos on invitation of the Lagos State Governor to commission the New State Owned Asphalt Plant;
In a part of  his speech  General Buhari said and I quote;

". In area of Road rehabilitation the PTF has rehabilitated more than 142 kilometers of road all over Lagos state. Notable among these roads are :
1. The Apapa - Oshodi expressway where in addition to Road rehabilitation , particular effort was made to solve the perennial flooding problem.
2.  The Lagos Badagry expressway which is now wearing a new look.
3.  The Lagos Ibadan expressway.
4.  Kirikiri Road Ajegunle etc"  ,  End of quote.
I can dig out information and tell you all the roads rehabilitated and in each and every state of the country by PTF. Please, please,please don't go and write about things that you don't know and you are perhaps too lazy to search and find facts on. You are destroying our country together with all other enemies of progress , north, south, west and east.
