How Top Military Officers Pressured President Tinubu To Drop Nuhu Ribadu As National Security Adviser

President Bola Tinubu would have appointed Nuhu Ribadu, a former Chairman of the Economic and Financial Crimes Commission (EFCC), as the National Security Adviser, but for pressure from some top and powerful military officers, SaharaReporters has learnt.

SaharaReporters learnt that the military officers prevailed on Tinubu to drop Ribadu as the NSA because he is not a former Army General.

Sources told SaharaReporters on Thursday that top military officers told President Tinubu point blank that they cannot work with their “junior” as the NSA and hence kicked against the idea of appointing him into the office.

SaharaReporters earlier today reported that the president approved the appointment of eight Special Advisers.

Tinubu appointed Mr. Dele Alake as Special Adviser, Special Duties, Communications and Strategy; Mr. Yau Darazo as Special Adviser, Political and Intergovernmental Affairs; Mr. Wale Edun as Special Adviser, Monetary Policies and Mrs. Olu Verheijen as Special Adviser, Energy.

Other appointees as disclosed by Abiodun Oladunjoye, Director of Information, State House, are Mr. Zachaeus Adedeji, who is the Special Adviser, Revenue; Mr. Nuhu Ribadu, Special Adviser, Security; Mr. John Ugochukwu Uwajumogu, Special Adviser, Industry, Trade and Investment and Dr (Mrs.) Salma Ibrahim Anas, Special Adviser, Health.

Major-General Babagana Monguno (retd.) is currently Nigeria’s NSA, succeeding Col. Sambo Dasuki (retd.) – a pattern which shows how retired senior military officers have occupied the office.

Ribadu was already nominated to be NSA but powerful military officers said they can’t work with their “junior” and that anyone who is not a former Army General is not acceptable to the military,” a top source in the presidency revealed to SaharaReporters.

Tinubu bowed to them but sources said his position might be elevated in due course,” the source added.

Ribadu, 62, hails from Yola, Adamawa State. He is the pioneer Chairman of the country’s anti-corruption body, EFCC and is a retired police commissioner.

He was the Chairman of the Petroleum Revenue Task Force.

Then President Olusegun Obasanjo appointed him as EFCC chairman in 2003 and reappointed him in 2007. Obasanjo promoted Ribadu to the position of Assistant Inspector General of Police shortly before the end of his tenure in office.

Ribadu’s promotion in April 2007, three weeks before newly elected President Umaru Yar'Adua was sworn in, was later challenged and described as "illegal, unconstitutional, null and void, and of no legal effect."

Subsequently, in December 2007, Mike Okiro, then Inspector-General of Police, temporarily removed Ribadu as EFCC chairman and ordered him to attend a one-year course at the National Institute of Policy and Strategic Studies (NIPSS), Kuru, Jos, Plateau State.

On August 4, 2008, the Police Service Commission announced Ribadu’s demotion from Assistant Inspector-General of Police (AIG) to Deputy Commissioner of Police.

He joined active politics in 2010 when he declared his intention to run for President of Nigeria under the platform of the Action Congress of Nigeria.

On Friday, January 14, 2011, Ribadu was adopted as the presidential candidate of the CAN, which was Tinubu’s party. He lost the election.

In August 2014, he defected to the ruling party PDP with the intention to run for governor of Adamawa State, Northeast Nigeria, but also lost.

When it comes to Internal security Nigerian Police trained some of the best officers that excelled everywhere during African Mission and Peace keeping

Ribadu as NSA would coordinate covet operations, and investigation to prevent security challenges, unlike soldiers who would work without proper intelligence

Ribadu, the security adviser to Tinubu will still be performing the same task & function as NSA(National Security Adviser). He will be operating from ONSA(Office of the National Security Adviser), and be over-seeing the structure of the entire security agencies as a whole, thereby advising the president accordingly on steps, approach, improvement and changes to make.

The only difference is that, the intelligence agencies ( NIA, DSS, DIA ) will be reporting directly to Tinubu now, instead of the NSA. Which means we wont be having NSA.

President Tinubu, probably employ that modality and structural shift to avoid lack of respect or trust between the Military and Ribadu, a fmr. police officer. We all know there has been long standing power-tussles over functions & seniority between the Military and the police.

If you look at most of the SAs appointed well. You will realise they are strategist, capable and trusted fellows who can deliver. This will leave the ministerial positions to politicians. Politicians are corrupt and cant effect changes, they are only after their pocket and political status. But they must be compensated, that is politics. Tinubu knows this, so his best bet are on his Special advisers. Reason he is putting forward his best cards there.

Office of the National Security Adviser cannot be scrapped. It's enshrined in the constitution.

As unpredictable as he is, Tinubu might later merge the Security Adviser and NSA offices into one, making Ribadu its head.

To be fair, they're right. An ex-policeman cannot head a body that every security agency answers to. However, Tinubu must do well to appoint a southern Christian veteran as NSA boss. There seem to be this sympathy for insurgents that pervades that office. Let's have a Southern Christian this time.

They probably don't understand why Tinubu is appointing SAs he trusts. Their suggestions is what the President would consider most when taking decisions.

If you look at the individual involve. They are over-capable of being a minister. But Tinubu want the best hands close to him.

The ministerial positions in Tinubu's administration will be ceremonial. Nothing but that.

This idea doesn't make any sense.
If we must advert any future coup we must adopt the USA system, the leadership must be demilitarised.

The position of NSA isn't a war position it's a tactical and a very intelligent position, being a military person doesn't even make you more suitable to advice the president on issues of national security threat than a civilian who is a security expert.

Tinubu must redesign our military to be similar to the USA.

Pull military out of Abuja and raise DSS to become the highest security agency in the country.

For me the NSA should even be coming from DSS or NIA.

being a military general doesn't make you an expert in security matters, you need to see some of them speak

We have had military general as NSA back to back for over 10 years how has our security fared?

The military are trained for maximum force.

If I were the president I will reorganized the security council.

Each military unit will have a secretary which the military top chief reports to.

Have a NSA from a top intelligence unit.

Revamp DSS to focus on protection of the president and vvip personalities alone.

Reorganize police and turn the current police structure into state police.

Collapse the civil defense into state police.

Then established a federal intelligence agency which will be responsible for intelligence gathering and investigation of high profile cases, cyber crimes etc.

Unit custom and immigration into federal board guard.

Remove military completely from Abuja and the only people who should have access to the president should be civilians.


Revamp our laws to bar the military from having any dealings with any civilian and only to be used for maximum aggressive and force enemies.

These military men sef....so how effective have the ones occupying the position all these while being.

It's high time the wings of these men are cut to size...if not that the DSS over the years have been politicised and are being used to intimidate political rivals...they should be the only agency occupying that position.

Infact the unit of the armed forces that investigate corrupt military top brats should be strengthened and made to have a direct line reporting to the NSA.

Most Nigerians might not know this...those top military stalwarts have amassed somuch wealth to the extent they feel like a government unto themselves.
