This is too straight forward though.
African countries are too greedy to abide by it own agreements and are quick to back out of any resolutions when the effects of sanctions hit them.

Well it is not generally about Dangote refinery but about the company importing petroleum products and using dollar rate as standard. This will affect every attempt to boycott the dollar because African countries are hopping this refinery will solve this dollar for international trade problem.

Dangote has said his products are going to be sold be sold dollar rate. This means stakeholders are going to maintain strong dollar value. This means Nigeria will not be involved in any resolution that will impact the value of Dollar given their stake in Dangote.
They have also given Dangote license to import petroleum product but in reality, they created a door for money laundering; a channel through which the dollar received is moved out in the guise of import. These stakeholders will not be interested in a devalued dollar currency.
