Yes she can visit apply and get Shenzhen countries.
Countries that share database for visa application I know is USA and Canada.
I know someone on US ban and currently living in UK the ban did not affect his visa . 5 Eye countries shares security check database not for visa , if someone is declared wanted or on the criminal list or terrorist list etc

They can't share information with other countries, it's under the data protection act. As a matter of facts, when Facebook shared UK citizens data to the usa they have been fined by the government for bridging the data protection act of the UK.

Can you be issued a uk visa if your ban has expired? Won’t they always refer to that ban?

the fear factor, Nigeria factor,
fear factor because they believe that getting a visa is very difficult and that it only takes special ability to even fill the visa forms , i know a certain lady who was a graduate and yet spent months and money going to and fro to see a supposed agent just to fill her usa visa forms only and that one was collecting money from her all the time. until i asked her how she filled her jamb forms and other forms like drivers license and etc, it was then I showed her that there was nothing special in filling a visa form

Nigeria factor, is a big issue and it is because of our society, we believe that you must go through someone or know someone before u can get anything done , and that is why they usually say "follow person wey know road". but they forgot to ask the person wey know road how he got to know the road without asking anyone.

lastly is LAZINESS, may people are just too damm lazy to think, many people see thinking and researching as tedious, so they believe and will rather pay someone else to do the thinking, all they want is just the results, unfortunately, that is why many people will never reach their full potentials till they die and that is why the follow follow bandwagon mentality exists , IF ONLY PEOPLE CAN DO RESEARCH AND THINK THEY WILL SEE THAT THERE ARE BETTER COUNTRIES THAN USA , UK , CANADA AND CO AND THAT HEY HAVE VERY EASY EASY PATH WAYS, but trust Nigerians after reading this the next thing they will start asking you is please tell us which countries
