The oil companies and NNPC ltd are the players, not your state governments. Otherwise Akwa Ibom shoukd be keeping the money, not federal government. The assets belong to federal government. Same as the ports in Lagos. The customs generate money for federal government, not Lagos State. But Lagos state has its own separate IGR, ditto Akwa Ibom abd other states.
