After iPhone was stolen, the owner cannot access the device and do not want to reset a stolen iPhone with iTunes. Is there alternative solution to do factory reset? After erasing successful, you are stuck on Activation phase (icloud activation) where you are required to enter the icloud login details of previous/original user.

So it's all nonsense.
