How will obi administer core north

The constitution does not make it mandatory for a presidential candidate to win core north before declared winner. Core north states have governors. The Constitution made the president to be the governor of Abuja federal capital territory hence the requirement of minimum of 25% of votes of Abuja residents before a presidential candidate is declared winner.
