You are right for considering the structural integrity of the seat due to weight but the correct reason (in my opinion & experience) for that, is for heat dissipation for sitting comfort (ergonomics). When you sit, heat is generated between the fabric of your cloth and the rubber stool top surface. So to give you that comfort and sit for a longer time(as the case may be), there will be exchange of the warm air through that hole.

For making unstacking easier
If there weren't any holes, unstacking the stools would be impossible or rather they'd be challenging to un-stack at least. The holes are meant for the prevention of vacuum build-up. The holes relieve the air pressure when they are stacked, making un-stacking easier in the process.

Because of the design of the plastic stools, if they are stack together WITHOUT THE HOLE, vacuum might be formed inside which will make the stools difficult to separate (pull apart) later. Putting the hole prevents such vacuum from forming.
You may want to research about how vacuum can create force that tend to hold things firmly together.

And just to add, the answer you replied to, which many people seem to agree with that the hole is meant for structural integrity or support , is completely wrong.

The hole is meant for occupancy of the plastic molecules during expansion.

When someone sit on it his/her weight exact a force that makes the molecules to vibrate...to prevent breakage during this process the plastic needs to expand, hence the hole...that creat room for this expansion

How about if it were absence? How would the absence compromise the integrity and stability of the chair?? There are some without that hole and they're still stable
