Nigeria Developing a New Master Plan for Livestock



Nigeria is developing a new master plan for livestock development towards addressing challenges associated with animal rearing in the country.

The master plan is being develop with the support of the world bank funded project l-press in collaboration with the international livestock research institute.

the initiative is to serve as a guide for investment in the livestock sub-sector of the economy and serve as a road map for mitigating social and environmental factors affecting the development of the sector .

key players in the livestock industry urge states and local governments to review and adopt the master plan when completed.

What did the buhari's farmers whatever fetch?

Until we build a true database that reflects the core society, all these are just looting overheads..

Now to build that database is almost impossible in Nigeria, so what the Government needs to do is building an interwoven/interdependent database..

Project components are as follows:
Component 1: Strengthening National Livestock Institutions For Improved Enabling Environment And Service Delivery
The component will foster an enabling environment for public and private operators through improving the performance and service delivery of institutions involved in the livestock subsector and the livestock policy and regulation formulation, planning and programing. It will also support the creation of innovative multi-purpose Livestock Service Centers (LSCs). The component will benefit both producers and other value chain actors and provide the enabling platform for sustainable investment in Component 2.

Component 2: Enhancement Of Value Chain Performance
This component aims to enhance participation of smallholder producers and other private sector operators all along the selected VCs under a PPP arrangement. It will support activities to improve access to critical knowledge, services, inputs, equipment, infrastructure investments, as well as provision of corresponding financing for investment initiatives in the form of matching grants. These investment initiatives (subprojects) will be demand-driven, selected through competitive process. Their business cases will need to be clearly demonstrated and intrinsically viable economically. Activities selected will need to consider reducing the vulnerability of livestock to changing climate. The Project-selected VCs will be considered sequentially. Component 2 will focus on three priority livestock VCs (cattle – dairy and beef – sheep, goat, and poultry) in the first three years. The three other priority VCs (hides and skins, pigs, and honey) will be added from the third year onward to the extent of their ability to improve food security, nutrition, and generate viable investment opportunities.

Component 3: Crisis Prevention And Management, Conflict Mitigation And Peace Building, And Project Coordination
The aim of this component is threefold: (i) ensuring that GoN is better equipped to respond to livestock crises and emergencies; (ii) helping mitigate conflicts and build peace in the context of current insecurity where pastoralist and sedentary producers have often diverging interests; and (iii) establishing appropriate coordination, Monitoring and Evaluation (M&E), and communication regarding Project implementation.

L-PRES is a 6 Year Project with Development Objective (PDO) to improve livestock productivity, resilience and commercialization of selected value chains and to strengthen the country’s capacity to respond to an eligible crisis or emergency.

Livestock is vital to Nigeria’s economy and poverty alleviation. It employs 30 percent of the rural population but accounts only for less than 10 percent of the Agricultural GDP and 2-3 percent of the National GDP , which highlights the sub-sector under-development. Livestock provides increased significant economic stability to rural households in the form of cash buffers, as capital reserves, and creates a hedge against inflation

If government wants to give livestock farmers loan, they should do it peacefully and stop this whole grammar for nothing.

Livestock business is a private business for God sake.. FG should not give undue advantage to those into livestock farming.

If you must farm livestock, then do so in a confined space like ranch or fenced area so the animals don't stray into other people's properties. It's that simple.
I don't understand all the ceremony and plenty talk over livestock farming.

I don't understand all the ceremony over livestock farming.

Why should we be importing ordinary fish and turkey which we can start the production here. Almost all sectors need government intervention.

So nohow to completely stop importation of goods (even those produced within Nigeria) cos of free movement already signed by government. You saw what border closure almost caused for us with condemnations left, right and centre.

Nigerians too are not helping matters.. you'll see Nigerian millionaires and billionaires who prefer to "japa" and go live among racists abroad than invest in Nigeria.. the opportunities they are leaving behind in Nigeria have been hijacked by foreigners who are now cashing out big time. The African free trade agreement will allow them export goods to other African countries (about 54 countries) while Nigerias are there packing oyinbo shlt in UK, US and Canada because of foreign currency.. Slave mentality I tell you.

This is academic. You don't even need millions of livestock farmers. Database is the least of the problems facing the sector. CBN had a very effective and comprehensive database of those real stakeholders and not briefcase livestock farmers.

Like I said earlier, you can't stop importation completely but you can discourage it by promoting local content, local manufacturing and local patronage of made in Nigeria goods and services..
It's a complex something sha.. you can check Customs website for items classification, HS codes with their import duty and levy. It's called Fiscal Policy and is reviewed every 5 years if I'm correct.

The world is now a global village.. our destinies are intertwined with other nationalities.. Good example is the subsidy removal in Nigeria that has affected the whole of West Africa.

Reason most sensible Nigerians especially in SW rejected likes of Peter Obi at the polls who are pro- importation.
PBAT at a time referred to Obi as "Mr Warehouse economy who knows nothing else but to import".

The power to revive all those sectors lie with the Ministry of Industry and economy.. the foreigners are tactically funding the Trade side of that Ministry, neglecting the Industry wing cos their interests lie with trading of their own products from overseas.. It's left for Nigerian government to fully empower the Industry wing of that very important Ministry of government for things to work and for employment opportunities to spring up within Nigeria.

Nope.. they are not.

Government won't give you money but will put right policies in place for ease of doing business with the hope that the Nigerian workforce benefits on the long run.

The livestock farmers have been looking for advantage other sectors don't get. They don't want ranching and don't want government policy that bans open grazing. I hope you can connect the dots.

Those fulaniherdsmen are not ready to change their method of rearing their cattles to a modern one because they know it will stop their age long evil fulanization agenda in nigeria what did they do with the #100b buhari gave them during the early days of the crises with farmers? Most of them including their elites like buhari and the sultan of sokoto still believes that nigeria is a gift from allah to their forefather uthman dan fodio.

Old stories we have seen countless failed apc policies to modernize cattle business in nigeria almost all of them are just means to loot public funds.

Awesome, I like intellectual discuss... was it not the CBN database we used for the farmers growers whatever that got us no where?..

What I meant by interwoven database, is a database of not just farmers, but all other skills, Jobs and categories.. take the money out of the context and work with promisory notes. Rather than the farmer seeking fertilizers funds, he gets promisory note from the fertilizers manufacturer, who gets promisory notes from other chemical manufacturers manufacturers to make the fertilizers.. this would drastically curb corruption, increase employment, manufacturing etc.. the Govt only pays off the supposed profit 20% of the product the manufacturers were supposed to make in sales on a monthly basis. While the farmers are tasked for produce based on quantity supply. The grant stops if there is a default.
