Most border towns suffers underdevelopment, be it a border town between two countries or two different states, you find out those towns doesn't get much support from the govt.

Why is it so?

City center is where every business happens

People from Extreme NorthWest Katsina are comfortable traveling to Abuja Center of Nigeria, same as People from SouthSouth extreme Rivers State

Apart from security and transportation facilities, developing border towns especially by countries like nigeria suffering the influx of illegal migrants from neighbouring countries as a result of border porousity and inadecuate personnel, is a waste of resources.

This is so because it becomes easier for foreigners to make up their minds to come settle in your country and share in the development lacking in their own country but available only a few kilometers accross border.
Putting more pressure on your economy, resources and security.

This generalisation is hasty.

You don't put anything of value at your gate so they don't steal it or determine your worth through it and invade your apartment.

Under development of those boarder towns are to the advantage of:

1. Custom officers.

2. Smugglers.

3. Friends of those in government.

4. Neighboring country(ies)

5. Those in government.

It’s tradition.
