I want to really understand the people behind this Billboard thing that wants to cost people their job?

The "All Eyes" Billboard is causing controversy because the people responsible for approving it has been suspended from their jobs.

Considering that the approval came from individuals within the government the billboard criticizes, the questions that begs for an answer is hinged on whether it was economic difficulties or personal conscience that influenced their decisions.

I am so confused right now that such decision was also taken by people who should be regulators. So, I ask again, does it mean that their decision was motivated by money or personal values? But how much money can influence a man to make him lose a good job?
