What you quoted does not invalidate my argument.
Is indigenous Lagos ethnically diverse? Are they not Yorubas? The Federal law specifically compels the president must appoint ministers from all the states of the federation. Why didn't it compel the governors to pick from all the local government areas of the state the same way it compelled the President to pick Ministers from the 36 states?
