The reason behind that 25% affirmation is that the writers of that law regard Abuja as being a center and contains or made to contain people from all states of the federation, hence given a special status. Another reason is that, you as the President is rulling the Nation from Abuja, hence you should be loved by at least 25% of the residents by votes

There is nothing intellectual about a discussion that suggests that because FCT residents don't elect a governor, they should effectively have veto power over the rest of the country.
