Indeed. The lack of 'knowledge' of the dictates of proper parenting is the bill presented to society today.
And that is why society has to agree that parents take up that responsibility and share in the liability their wards create.

I am of the strong opinion that parents (at the least, one of the two) should do jail time for the criminal offences of their children who are minors and thus under (supposedly) their care, and should be made to pay heavy fines for the offences of their adult children to offset the cost to society.
