attached is an affidavit filed before the court by the Registrar of Chicago State University. This is in response to the publication by People’s Gazette that the university denied knowledge of the certificate.

This is a stale news, the latest news is that CSU cannot authenticate Tinubu's certificate. Check that date 23 August 2023 on the affidavit you posted. This was before the lastest hearing. Wait for judge to give his judgement

You really don't know that in the USA, transcripts of academic records are more important that certificates. They attach little importance to certificates.
