There are persons in the technical team involved in the day to day formulation of policies, innovations and best practices who are geologists, geographers, climatologists etc. His position is more of giving political will to the course. The global warming campaign is as political as it is scientific.

Not every board is headed by a practicing or trained professional. Many boards are headed by strong advocators who may be politicians or from other fields. That does not mean they run the organization directly. They are more of political heads. UNESCO has been headed by international politicians with sparse qualifications in relevant field. It's what obtains in many organisations.
