Nigeria 's civil service rules of employment that make it so hard to discipline or sack civil servants are not fit for purpose.

Workers are either in a merry-go-round celebration of the removal of their boss or they are protesting against a new appointment

What is the business of employees with who is appointed or removed as a boss.
