The LGA chairman in port Harcourt local government has always been called the mayor of Port Harcourt even before independence till date. Do your research. |

Well in Kaduna Elrufa'i created something like mayor s for the three major cities of Kaduna, Kafanchan and Zaria. Administrators were appointed but unofficially called "mayors" of Kaduna capital authority, Kafanchan municipal authority, and Zaria Metropolitan authority. Their functions were clearly stated and the state house of assembly made the enabling laws for their existence. While Kaduna "mayor" oversees Kaduna town encompassing 4 local govts of Chikun, Kaduna North , Kaduna south, Igabi Zaria oversees Zaria, Sabon gari, Soba and Giwa (I think) Kafanchan on the other hand oversees Jema'a, Kaura, Zangon Kataf respectively. So if the unofficial mayor term is followed, I would argue that Kaduna was the first to go that route, but since they are called administrators rather than mayors; we leave that argument to hold water. But basically their functions are the same. |

That will be seven to nine Local Government Areas while Abia State is only 17 LGAs. The said mayor is then "Vice Governor", overseeing more than half of the State. By the way, Willie Amadi was the mayor of Owerri during Ikedi Ohakim's Government for four years. |
