True I can't find a single example of a state assembly overriding a veto from a governor.

The LGA chairman in port Harcourt local government has always been called the mayor of Port Harcourt even before independence till date. Do your research.

The answer is No because local government are not equipped with the technicalities of running and managing a city.

If it was a rural area, local government can do that but once those areas turn to cities, you need a Mayor.

Address the issues
This is not about Aba but a mayoralty under the Nigerian constitution and the misinformation you are spreading that there is somehow a globally recognised concept of mayoralty approved by God as an addendum to the Ten commandments

There is nothing like mayoralty without legislation
Even then what they come up with in Aba does not have to follow what they have in Yenagoa

Not just Port Harcourt even in Enugu

That is why I have said mayor is a title that means different things to different places
There is a difference between a councillor chosen by peers and a directly elected mayor which we have never had in Nigeria

I don’t know if you have heard but Otti has reformed the tax collection in Abia state. Everything in now digital. That has already increased revenue tremendously.

Was it (tax collection) manual before?

Mayor is a globally recognized position but in general they typically run the cities including waste management, drainage, pot holes, building codes and permits, traffic violations, parks and recreation etc.

They make cities work and function well. It’s only in Nigeria that we have state government doing everything.

You just contradict yourself and muddled up things all in your quest to defend and justify Otti's confusion and complication of things.

Well in Kaduna Elrufa'i created something like mayor s for the three major cities of Kaduna, Kafanchan and Zaria.
Administrators were appointed but unofficially called "mayors" of Kaduna capital authority, Kafanchan municipal authority, and Zaria Metropolitan authority.
Their functions were clearly stated and the state house of assembly made the enabling laws for their existence.
While Kaduna "mayor" oversees Kaduna town encompassing 4 local govts of Chikun, Kaduna North , Kaduna south, Igabi
Zaria oversees Zaria, Sabon gari, Soba and Giwa (I think)
Kafanchan on the other hand oversees Jema'a, Kaura, Zangon Kataf respectively.
So if the unofficial mayor term is followed, I would argue that Kaduna was the first to go that route, but since they are called administrators rather than mayors; we leave that argument to hold water.
But basically their functions are the same.

Try and read about other states outside Lagos. Presently Abia is the best performing state in terms of recent governors elected into office.

Stop being a nuisance in intellectual space. Can you even define Aba's boundary precisely as known? Does it include all Postal agency's known addresses designated Aba? That will be seven to nine Local Government Areas while Abia State is only 17 LGAs. The said mayor is then "Vice Governor", overseeing more than half of the State.

By the way, Willie Amadi was the mayor of Owerri during Ikedi Ohakim's Government for four years.

No bro. I can testify. Using Aba as a reference point and my brother's wife who is a civil servant, it's not about media hype, Abia has never had it this good from inception and there visible promises that it will even get better.
