If we are being honest... Are they really there to do anything meaningful?!!

In the first place, most of them have no experience, qualification, or aptitude to be heading those ministries.

It actually makes more sense to appoint the highest ranking officers in those ministries as Ministers instead of rewarding political cronies with such positions, thereby making them look ceremonial.
