When lightening charge pass through an area, there is the tendency to strike the tallest point in that vicinity. So its not advisable to be in the open field when its raining b/c you are now the tallest point within that vicinity and likely to attract electric charges.

Even if they don't touch the wire itself, the wet ground will conduct the electricity.

Same concept applies to lighten strikes, you can still get electrocuted if you're standing close to where the lightening falls, even if it doesn't directly hit you.
